That is always the way it’s been and it makes sense if you really think about it

This question is BS. The vessel is at anchor. Being RAM doesn't matter since its anchored. The correct answer should be B, not D. The short, prolonged, short blast is optional and sounded in addition to the ringing of the bell for 5 seconds.

Rule 35 - Sound Signals in Restricted Visibility

(f) A vessel at anchor shall at intervals of not more than one minute ring the bell rapidly for about 5 seconds. In a vessel of 100 meters or more in length the bell shall be sounded in the forepart of the vessel and immediately after the ringing of the bell the gong shall be sounded rapidly for about 5 seconds in the after part of the vessel. A vessel at anchor may in addition sound three blasts in succession, namely one short, one prolonged and one short blast, to give warning of her position and of the possibility of collision to an approaching vessel.

This question seems flawed

A RAM at anchor is defined by her length while at anchor. All vessels at anchor are restricted in their ability to maneuver.

It seems a RAM working the fog at anchor may add to their anchor signal the working whistles. But what purpose does this serve?

this says nothing about working, when at anchor she is not a RAM cuz there is no M
