Take a look at Rule 5. A and B are obviously incorrect so ignore them. Now you have to decide if placing a lookout low and forward, or in the wheelhouse manning the radar is more appropriate. Rule 5 says to maintain lookout by sight and hearing, as well as all available means appropriate to prevailing conditions. Yes, you may station a radar operator, but that operator is not a “lookout”. The lookout will be up on the bow, freezing their ass off, listening. |

Rule #5 "Look Out," states, "Every vessel shall at all times maintain a proper look-out by sight and hearing as well as by all available means appropriate in the prevailing circumstances and conditions so as to make a full appraisal of the situation and the risk of collision." (BOTH INTERNATIONAL & INLAND). Absolutely NOWHERE does it state in ROR that you should "station a look-out as low adown and far forward as possible." This questions is very confusing and doesn't take into account the verbiage of the prescribed rule. |
