Inland rule 24 (i) states that on Western Rivers (except below the Huey P Long Bridge on the Mississippi River) and on waters specified by the Secretary, A POWER -DRIVEN VESSEL WHEN PUSHING AHEAD OR TOWING ALONGSIDE, except when it is a composite unit (paragraph (b)), SHALL EXHIBIT (i)SIDELIGHTS; and (ii)TWO TOWING LIGHTS IN A VERTICAL LINE.

If you have masthead lights while pushing something else ahead your lights are just going into whatever you're pushing. If that thing is manned then the people will be blinded. If it's not then it's still kinda silly because the thing you're pushing just blocks the light.

Refer to INLAND rule 24(j). It makes an exception for tugs pushing ahead or towing alongside on Western Rivers above the Huey P Long bridge. For whatever reason all they need are sidelights and a stern light (no masthead lights at all).

Is this questions answer wrong. Says it's B, but you most definitely need two mast headlights.
