While it is not wise, by the COLREGS, a law enforcement vessel (unless restricted by the nature of its work/not under command/constrained by draft/etc), being a power driven vessel, is required to keep out of the way of a sailing vessel via Rule 18.

law enforcement vessel is sub-category of "power-driven vessels". The latter is more inclusive.

This question implies that a sailing vessel CAN impede a law enforcement vessel. Is that wise?
