This vessel is considered a power vessel, not a fishing vessel. The sound signal for a power vessels in restricted visibility is 1 prolonged blast. Answer A would be true if this were a fishing vessel (ex. a vessel with trawling lines).good answer didn't know that

(d) The term vessel engaged in fishing means any vessel fishing with nets, lines, trawls or other fishing apparatus which restrict maneuverability, but does not include a vessel fishing with trolling lines or other fishing apparatus which do not restrict maneuverability.

Rule 18 applies; a "motor driven vessel with trolling lines" not a "vessel engaged in fishing" The latter is restricted in her ability to maneuver....
