Guys, this needs to be fixed, ASAP!
The question is incorrect. The answer is B)
Had the question been correctly phrased, by adding "...when carrying out her work at anchor."
D) would be correct.

Rule 35(c) A vessel not under command, a vessel restricted in her ability to maneuver,
a vessel constrained by her draft, a sailing vessel, a vessel engaged in fishing and
a vessel engaged in towing or pushing another vessel shall, instead of the signals
prescribed in paragraphs (a) or (b) of this Rule, sound at intervals of not more
than 2 minutes three blasts in succession, namely one prolonged followed by
two short blasts.
(d) A vessel engaged in fishing, when at anchor, and a vessel restricted in her
ability to maneuver when carrying out her work at anchor, shall instead of the
signals prescribed in paragraph (g) of this Rule sound the signal prescribed in
paragraph (c) of this Rule.

a vessel at anchor could still be restricted in her ability to maneuver due to the nature of her work...one prolonged followed by two short in morse code means stay clear...whats more important, notifying that your anchored or that your RAM and want them to stay clear...RAM is more important...RAM is probably dangerous work.

The question is correct. The key term is that the vessel is RESTRICTED IN HER ABILITY TO MANEUVER. It doesn't matter the size or if they are underway or anchored, it's the same signal.

I think B) should be the correct answer.
Upon closer inspection: "two vessels that sound same signal in restricted visibility when underway or at anchor- RAM, Fishing". That is why the answer is D).
