NGPT - A works Only if they are on the same tack. If you don't know which tack they're on then it's probably best to stay out of trouble. Plus if you're on port-tack you pretty much move for everyone except a port-tack to windward.

took a practice test and it said correct answer was C. when i came across this question in my favorites it says correct answer is A. Are both correct?
