The two terms used are "shall" and "may." "Shall" implies that the action is required, or must be done. |

rule 9 (a0(i) ....with a following current SHALL have the right of way, SHALL propose the manner, and SHALL initiate the maneuvring signals. not MUST or HAS, very confusing. for me none of the above is correct |
