I agree with previous commenters on this one. Yes, the 4-short pilot ID signal is listed under Rule 35 for use in restricted visibility, but it certainly does not restrict its use in any way when in sight of another vessel (a pilot vessel can easily be in restricted visibility and still in sight of another vessel). Normally a "best choice" can be determined but in this case it is a long stretch to believe this is a valid answer to this question.

VERY poor question.
A. Must supplement a whistle signal, then it may be repeated. So for one to choose this they need to add information that is not in the question.
D. Four short can be used when in or near an area of restricted visibility, even if another vessel is in sight.

Ummm I'm driving around on a beautiful day and sight a boat that signals with 4 short blasts ... on closer approach I notice it is a pilot vessel 'engaged' in his work. Somebody should inform the pilot vessel his signal does not exist or can be used.... ummm when? I don't want to be a smart #$% but this stuff twists me up. If there is a clarifying circumstance please post ur comment.
