| FISHBOY96 where is the question wrong what you are stating is Rule 18 which does not specifically speak on a vessel towing. a vessel towing is not presumed to be restricted in her ability to maneuver do to having a tow it must be unable to keep out of the way of another vessel due to the nature of her work Rule 3(g) and must be flying two balls with a diamond in between during daylight hours or two red lights with a white light between at night or under Rule 19 not just because it is conducting its work tow will not suffice. |

| engaged in towing upon on open waters is NOT restricted in her ability to maneuver and thus considered a power driven vessel as usual within the COLREGS test, questions, like these, challange the test taker to understand and combine multiple facets of the rules. |
