A. Is correct because according to rules you will not ever see a mast head light on the b c or d because of their category b and c are fishing and you never see a mast head light on a NUC

They should be stacked. It looks like you are meeting a smaller vessel with no masthead

Never mind, I see now. A sailing vessel MAY (in addition) exhibit the Red over Green. And the Power Driven needs a masthead light.

This doesn't seem correct. Where's the Red over Green, and why wouldn't this be a power driven vessel?
