welcome to the USCG RotR - reality ends here- the questions are made to confuse- which after you start to see that- it gets easier as you know the simple answer, the plain answer will most likely be correct.

Vessel A is not RAM. Just because you are pushing ahead, you are not necessarly RAM. Yes, the operation is "due to the nature of your work" you still may be able to maneuver in accordance with the Rules of the Road, and therfore, NOT RAM, making this a crossing situation between two power diven vessels only.

The only rule of "rights" is Rule 18, which tells who has to stay out of others way. From top to bottom: Not in Command, RAM, Constrained by Draft, Fishing, Sailing, Power Driven, Sea Plane, WIG Craft.

Vessel A is a RAM so should be the stand on vessel. These questions are horrible
