INTL COLREG state that in an overtaking situation ONE short whistle blast indicates I INTEND TO OVERTAKE YOU ON YOUR STARBOARD SIDE, not changing course to starboard.. that is for MEETING OR CROSSING COLREGS

Rule 34(a) applies as this is open water, not a narrow channel/fairway and the question states "one short blast" vice "two prolonged and one short blast" therefore wouldn't the answer be (D) "I AM ALTERING MY COURSE TO STARBOARD"
