http://www.navcen.uscg.gov/?pageName=navRulesContent#rule32%20$%2033 (a) A vessel of 12 meters or more in length shall be provided with a whistle, a vessel of 20 meters or more in length shall be provided with a bell in addition to a whistle, and a vessel of 100 meters or more in length shall, in addition be provided with a gong, the tone and sound of which cannot be confused with that of the bell. The whistle, bell and gong shall comply with the specifications in Annex III to these Regulations. The bell or gong or both may be replaced by other equipment having the same respective sound characteristics, provided that manual sounding of the prescribed signals shall always be possible. |

This is the only rule I'm aware of that has changed in the newest USCG Navigation Rules handbook (revision August 2014). Rule 33; inland and international 12m or more -whistle only. 20m or more, -bell and whistle for both inland and international. Before inland did not have the 20m rule but started with the bell and whistle at 12m. Got this exact question except for 12m at REC Miami on 2 Feb. |

This question has shown up a number of times and every other time a whistle and bell is the correct answer - someone please tell me which is correct and why |

Rule 33 states that vessells more than 12 meters in length shall be equipped with a whistle and a bell. |
