I’m sitting for my Master 100-ton next week and I’m hitting a wall with the ColRegs practice exams regarding "Restricted Visibility."

I keep getting tripped up on questions where a Power Driven Vessel (PDV) is meeting a Sailing vessel in fog. In normal visibility, the PDV gives way (Rule 18), but my study guide implies that in Restricted Visibility, Rule 18 doesn't apply and it's strictly Rule 19 (Every vessel takes action).

If the question doesn't explicitly say "In sight of one another," should I always assume Rule 19 applies? How is the Coast Guard wording these on the actual exam lately? geometry dash world
