BOTH INTERNATIONAL & INLAND You are underway, in fog, when you hear a whistle signal of one prolonged blast followed by two short blasts. This signal could indicate which type of vessel?

tricky,,,being towed is not correct which only leaves the NUC

Tow is the one that has to be qualified (towed or towing). Sound & Light signals Rule 35 colregs.

Not tricky at all. Aground is a special case of anchored which always involves bells and not whistles, and as others have mentioned towed is a special case of underway.

fishboy96, your question indicates that you truly do not understand the "not under command" vessel. "not under command" means that engines arent working, or whatever that causes the vessel to not command. this has NOTHING to do with "if no one is driving." You need to understand this rule. You could be liable.
