fishboy96, your question indicates that you truly do not understand the "not under command" vessel. "not under command" means that engines arent working, or whatever that causes the vessel to not command. this has NOTHING to do with "if no one is driving." You need to understand this rule. You could be liable.

Not tricky at all. Aground is a special case of anchored which always involves bells and not whistles, and as others have mentioned towed is a special case of underway.

Tow is the one that has to be qualified (towed or towing). Sound & Light signals Rule 35 colregs.
