i understand the USCG definition however a sailboat, under sail and not powered, could easily be constrained by draft. |

One way to look at it: A CBD under tow would make the towing vessel a towing/RAM vessel if it restricts the tow's ability to deviate from her course. Hence the CBD would LOSE her designation and the vessel towing would take into account the CBD handicap under her RAM. |
