The Tow boat is given no special privilege just because it is towing and will have to follow the rules for a power driven vessel unless it is declaring Restricted in ability to maneuver and would need to show the lights and or dayshapes as such. |

A and C are both correct. Towing vessels do by default have rights over sailing vessels; but I chose A because the question went so far as to actually give me the illustration |
