Rule 15(a)
The vessel which hs the other on her starboard side shall keep out of the way, ... avoid crossing ahead of the other vessel.

Because, according to the Rules, vessel B is to starboard of vessel A and therefore has the right of way. Since B has the right of way, A must --according to the Rules-- keep clear of her.
