C) Both vessels should alter course to port and pass starboard to starboard. |
D) The vessels should determine which will alter course by exchanging whistle signals. |

By logic, yes, both vessels should alter course to starboard and pass port to port but they can also have an agreement by vhf or exchanging whistle signals and pass starboard to starboard! |
