I call this an "88-90" rule; until one knows why "c" is correct he/she will frequently choose a wrong answer and get an 88, just shy of passing. The real question is why are "A" and "B" (thus "D") incorrect? Until one knows Rule 18 completely the wrong answers are tempting. Lean the four times that Rule 18 is not applicable.
