“Extent necessary” would never apply to fishing. Yes you can fish there all you like, but you can only make repairs when needed....... A.

The key item is "To Carry Out Their Work".

Rule 3(g)
The term vessel restricted in her ability to maneuver means a vessel which from the nature of her work is restricted in her ability to maneuver as required by these Rules and is therefore unable to keep out of the way of another vessel. The term vessels restricted in their ability to maneuver shall include but not be limited to:

This question is terrible...technically a FV does not have to comply with using a TSS either if it is fishing. They can avoid using them and take the inshore route as well to fish. Very confusing and not well written.
