I would think that both A and C would have the same lights here. A 60M vessel has both fwd and AFt masthead lights and then 2 white lights for towing? The smaller vessel had no fwd Mast head lights so just the 3 for the 200M tow.

inland vessel pushed ahead should have special flashing yellow, thus has to be C

It should be C. It’s on coming your not going to see the yellow lights. An in internation you don need the yellows.
