This question is incorrect. The answer is D)

Rule 24(c) and Rule 24(f). When pushing ahead/alongside Inland tugs show two towing lights on the stern, and the barge or vessel alongside shall display a special flashing light, not listed in INTL rules.

the only towing instance where international & inland towing lighting schemes are the same is for towing astern
