This Question should clarify that the overtaking vessel needed more room to pass, because if this wasn't the case, then you would only need to sound 2 short blasts.

Wouldn't the question have to state that the overtaken vessel would have to move in order for the overtaking vessel to pass???

The answer supplied as "correct" by this site (C--one prolonged, followed by two short) does not even exist as an option for international maneuvering signals within sight of each other.

I believe the correct answer should be "A" --two prolonged, followed by two short
