vessels under 25m are not required to have a bell. poorly worded

Because it is required by law, see Rule 35(h) and good practice by seamen. If you cannot see the vessel and you hear the signal and understand that it is aground you both have a warning to the condition and the cognizance that the vessel is unable to maneuver in any way. I'd also be interested so I can avoid the hazard that caused the grounding.

If you are aground why would you even sound an anchor signal? Poor question!
