| A: "if the bearing of an approaching vessel does not appreciably change" ... so two vessels approaching each other in a channel, both staying to to their right* (starboard), will pass each other safely, but the question states 'risk of collision shall be deemed to exist'... in other words 'a collision could happen' should either vessel change course slightly! Confusing and tricky. Hard to interpret. *"stay to your right and you will never be wrong ;-)" |
