| a vessel includes, " used or capable of being used as a means of transportation on water." I believe that drilling units are capable of transportation but I rest. |

| Beware! This contradicts question #97 which gives same list of weird options (non-displacement craft is substituted for WIG) and says that the correct answer is "all of the above". Rule 3, (a) clarifies. |
