To manually convert an Outlook OST (Offline Storage Table) file to a PST (Personal Storage Table) file, you can follow these steps:

Note: Manual conversion is possible when you have access to the original Exchange account or when the OST file is not encrypted or damaged. Ensure you have a backup of your OST file before proceeding with the conversion.

Open Outlook: Make sure you have Outlook installed on your computer and open the application.

Create a New PST File: In Outlook, go to the "File" menu and select "New" > "Outlook Data File". Choose "Outlook Data File (.pst)" and click "OK".

Specify PST File Name and Location: Choose a name and location for the new PST file. Click "OK" to create the file. Remember the file location as you'll need it later.

Add the New PST File to Outlook: In Outlook, go to the "File" menu and select "Open & Export" > "Open Outlook Data File". Browse to the location where you created the new PST file, select it, and click "OK". The new PST file will appear as a separate mailbox in Outlook's navigation pane.

Export OST to PST: Now, you need to export the data from the OST file to the newly created PST file. To do this, go to the "File" menu and select "Open & Export" > "Import/Export".

Launch the Import/Export Wizard: In the Import/Export Wizard, choose "Export to a file" and click "Next".

Select File Type: Choose "Outlook Data File (.pst)" and click "Next".

Select the OST File: Click on the top-level folder (usually the mailbox name or email address) of the OST file you want to export. Make sure to check the box "Include subfolders" to export all the data. Click "Next".

Specify the Destination: Choose the new PST file you created earlier as the destination. Select the option for handling duplicates, and click "Finish".

Start the Export: Outlook will start exporting the data from the OST file to the PST file. The duration will depend on the size of the OST file and the performance of your computer.

Verify the Exported Data: Once the export is complete, you can review the data in the new PST file by accessing it in the navigation pane of Outlook. Make sure to check all folders and subfolders to ensure the data is intact.
