BOTH INTERNATIONAL & INLAND While underway in fog you hear a whistle signal consisting of one prolonged blast followed immediately by two short blasts. Which vessels are required to sound this signal in fog?
A) Vessels in danger
B) Pilot vessels
C) Vessels at anchor, not engaged in fishing
D) Vessels underway and towing

what? where is this rule? got it right but that is just because i looked for the least wrong answer.

-"in danger" means distress signals, not prolonged, short short
- pilot is four short
- at anchor "not fishing" is too broad, maybe if it had said "RAM" it'd be more correct.

JUST because a vessel is towing, if it isnt RAM is it still required to prolonged two short?
