BOTH INTERNATIONAL & INLAND A vessel which is unable to maneuver due to some exceptional circumstance, shall show two red lights in a vertical line and which additional lights or shapes?
A) when making way at night, sidelights and a stern light
B) during the day, three balls in a vertical line
C) during the day, three shapes, the highest and lowest being balls and the middle being a diamond
D) when making way at night, masthead lights, sidelights, and a stern light

If it is "unable to maneuver" how would it be "making way"?

A vessel drifting would be considered "making way".

@ jeff if you still have speed you are making way. for example you lose control of your rudder you are still "making way" "but due to some exceptional circumstance" you can not navigate under the rule of the road so you are now red over red

A vessel adrift is considered underway , but not making way.

A RAM vessel when making way through the water shall display masthead lights(s),sternlights and sidelights! Rule 27!!
