BOTH INTERNATIONAL & INLAND Two power-driven vessels are crossing so as to involve risk of collision. Which statement is TRUE, according to the Rules?
A) The vessel which has the other on her own port side shall keep out of the way.
B) The give-way vessel should keep the other vessel to her starboard.
C) If the stand-on vessel takes action, she shall avoid changing course to port.
D) If the give-way vessel takes action, she shall avoid changing course to starboard.

C) is the correct answer, Rule 17(C) applies.

More information is needed. Nothing says where the vessels are in relation to each other, only that they are in a crossing situation. We can’t say that the give way should not turn to port if we don’t know that the give way is on her port side or not.

RULE 17 Action by Stand-on Vessel
(c) A power-driven vessel which takes action in a crossing situation in accordance with subparagraph (a)(ii) of this Rule to avoid collision with another power-driven vessel shall, if the circumstances of the case admit, not alter course to port for a vessel on her own port side.
