This is a bad question because the answer could be either a sailing vessel or a power tdriven in vessel

This could not be a sailing vessel. A sailing vessel would have a red over green light, or a combined lantern in which you would only see a green light.

it is a bad question because a sailing vessel less than 20 meters is not required to have a red over green mast lights
