Although true about the horsepower. Rule 6 lays out the 5 determining factors that need to be followed by all vessels and an additional six if your vessel has an operational radar.

This is a poor question. The more horsepower I have, the quicker I can stop with a backing bell and the more wash I can get over my prop -- thus more maneuverable. All of these can impact safe speed assessment in my opinion.
