DEC 2019 and the question and answer are still incorrect. Which light(s) is she required to exhibit? The aft light is "optional" and therefore NOT required.

A power-driven vessel when towing shall exhibit:
(i) two mastheadlights in a vertical line. When the length of the tow, measuring from the
stern of the towing vessel to the after end of the tow, exceeds 200 meters,
three such lights in a vertical line;
(ii) sidelights;
(iii) a sternlight;
(iv) a towing light in a vertical line above the sternlight; and

Rule 24 requires the towing vessel to exhibit three masthead lights when pulling a tow in excess of 200 meters instead of the lights proscribed in rule 23. The aft masthead is optional for vessels less than 50 meters in length.

What requires the one light aft in this questions?
