INTERNATIONAL ONLY Vessels "A" and "B" are meeting on a river as shown in illustration D041RR below, and will pass 1/4 mile apart. Which light on vessel "B" will you see if you are on vessel "A"?
A) Flashing blue light
B) Special flashing yellow light
C) Two yellow towing lights
D) None of the above

This makes no sense . A pushing ahead vessel shall demonstrate a special flashing yellow light shown at the bow of a pushed vessel. Why is B wrong ?

Ah. Its what light do you see on the bow of vessel "B".

You will see a special flashing yellow light only for Inland Rules

Yes, special flashing light is inland only. I think the first light you see would be the green starboard sidelight of the pushed vessel.
