BOTH INTERNATIONAL & INLAND You are approaching a vessel dredging during the day and see two balls in a vertical line on the port side of the dredge. What do these shapes indicate?
A) the dredge is moored
B) you should pass on the port side of the dredge
C) there is an obstruction on the port side of the dredge
D) the dredge is not under command

this answer is incorrect. Two black balls in a vertical line means vessel is not under command

two black balls doesnt mean anything if they arent red or black right?

2 black balls on a dredge indicate obstruction

The two black balls can mean either NUC during the day and also a day shape for the obstruction side of a dredge.the two red lights at night mean NUC and < than 50m

Remember on a dredge during the day it will display TWO Black Balls on the obstruction side and two diamonds on clear side. At night you’ll see two red balls on obstruction side and two green lights on clear side. Don’t get mixed up with a vessel not under command.
