BOTH INTERNATIONAL & INLAND While underway in fog you hear another vessel sounding two prolonged blasts every two minutes. What does this signal indicate?
A) A vessel is drifting
B) A vessel is towing
C) A vessel is anchored
D) A vessel is making way through the water

The vessel is not using its engines by two prolonged blasts, therefore it is underway but not "making" way. A vessel towing and a vessel anchored make different fog signals.
