INTERNATIONAL ONLY You are in sight of a power-driven vessel that sounds two short blasts of the whistle. What does this signal mean?
A) The vessel intends to leave you on her starboard side
B) The vessel is altering course to port
C) The vessel is altering course to starboard
D) The vessel intends to leave you on her port side

This is dumb, only reason the answer is "the vessel is altering course to port" is because that is how its worded in the rules, even tho "the vessel intends to leave you on her starboard side" is the same thing.

International and inland sound signals are different even though they mean the same thing. International=altering to port, inland= intend to leave you
