Very tricky q, what wind and direction had anything to do with this? or am I missing something?

I don't think you are missing anything. The wind or vessel direction have nothing to do with it. Just need to know it's a sailing vessel.

Many questions in USCG exams will introduce extraneous information. The trick is separate the relevant info from the distracting info to make the right decision.
